Fix an oops in dsa_port_phylink_mac_change() caused by a combination
of a20f997010c4 ("net: dsa: Don't instantiate phylink for CPU/DSA
ports unless needed") and the net-dsa-improve-serdes-integration

several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
