xtensa: xtfpga: use CONFIG_USE_OF instead of CONFIG_OF

Use platform data to initialize xtfpga device drivers when CONFIG_USE_OF
is not selected. This fixes xtfpga networking when CONFIG_USE_OF is not
selected but CONFIG_OF is.
