[PATCH] HOTPLUG: always enable the .config option, unless EMBEDDED

Browse Source 
With modules, dynamic /dev, and uevents, people really want
CONFIG_HOTPLUG to be enabled in their kernels.  If not, they can still
disable it, but it is discouraged.
