Jayachandran C f35574a3ab MIPS: Netlogic: Platform changes for XLS USB ...

Add USB initialization code, setup resources and add USB platform
driver in mips/netlogic/xlr/platform.c.
Add USB support for XLR/XLS platform in Kconfig.
