Guru Das Srinagesh 40b04a8bbc firmware: qcom_scm: Retry with original SCM call if resume gets -EBUSY 
If a wq_resume() call receives an -EBUSY from firmware, it is that call
that gets retried instead of the original SCM call.

This is the scenario:

  1. HLOS/VM makes SCM call A.
  2. SCM call A receives WAITQ_SLEEP.
  3. HLOS/VM gets wake interrupt and sends wq_resume().
  4. This wq_resume() call gets -EBUSY.
  5. Since we overwrite original call with params for wq_resume(),
     original SCM call is lost.

Fix this.
