Veera Vegivada 30df64040c interconnect: qcom: Add SM6150 interconnect provider driver
Introduce QTI SM6150 specific provider driver using the
interconnect framework.

Add interconnect drivers snapshot from msm-5.4 branch
commit b8ab163d54a2 ("interconnect: qcom: sm6150: fix
UAF under remove function").
