The pcibios_max_latency variable is needlessly defined global, and this
patch makes it static.
Build-tested using malta_defconfig.

Split out PCIC dependent code and SoC dependent code from board dependent
code. Now TX4927 PCIC code is independent from TX4927/TX4938 SoC code.
Also fix some build problems on CONFIG_PCI=n.
As a bonus, "FPCIB0 Backplane Support" is available for all TX39/TX49 boards
and PCI66 support is available for all TX49 boards.

The following symbols
hose_head
hose_tail
are needlessly defined global in arch/mips/pci/pci.c, and
this patch makes them static.
The variable pci_isa_hose is not used, and is removed by
this patch.
Spotted by namespacecheck. Tested by booting a Malta 4Kc
board up to the shell prompt.

Both onboard controller of the O2 support FAST-20 transfer speeds,
but the bit, which signals that to the aic driver, isn't set. Instead
of adding detection code to the scsi driver, we just fake the missing
bit in the PCI config space of the scsi chips.

The isa_slot_offset variable and its __ISA_IO_base macro is not used
anywhere anymore. It does not look like a decent interface per today's
standards either. Remove both including all places of initialization.

Fix 15 errors and 4 warnings given by checkpatch.pl:
- space between the asterisk and variable name;
- space after opening and before closing parentheses;
- leading spaces instead of tabs;
- printk() without KERN_* facility level;
- unnecessary braces for single-statement block;
- line over 80 characters.
In addition to these changes, also do the following:
- combine the nested 'if' statements into one when possible;
- remove needless parentheses;
- add missing and remove excess spaces between operator and its operands;
- fix printk() format specifiers mismatching the argument types;
- put the function's result type and name/parameters on the same line;
- insert missing and remove excess new lines;
- properly indent multi-line expressions;
- make the multi-line comment style consistent with the kernel style elsewhere
by adding empty first line;
- fix typos, capitalize acronyms, etc. in the comments;
- update MontaVista copyright;
- remove Pete Popov's old email address...

- removed check for enable HT-PCI bridges, because some CFE version
init only the needed one and scanning works even with disabled HT
links
- implemented I/O access behind HT PCI busses
- fixed pci_map for IO resource behind PCI bridge

similar to x86 might result in failures.

WARNING: vmlinux.o(.text+0x1ca608): Section mismatch: reference to
.init.text: add_wired_entry (between 'config_access' and 'config_read')
by refactoring the code calling add_wired_entry() from config_access() to
a separate function which is called from aau1x_pci_setup(). While at it:
- make some unnecassarily global variables 'static';
- fix the letter case, whitespace, etc. in the comments...

There might be other reasons why a resource might be marked as fixed
such as a PCI UART holding the system console but until we use
IORESOURCE_PCI_FIXED that way also this will work.
