Revert "net: release reference to inet6_dev pointer"

This reverts commit b691264274 which is
commit 5cb249686e67dbef3ffe53887fa725eefc5a7144 upstream.

It breaks the Android ABI, and is already merged in the non-LTS branch
in an abi-safe way.
