Revert "udp: move udp->gro_enabled to udp->udp_flags"

This reverts commit 753886c0b9 which is
commit e1dc0615c6b08ef36414f08c011965b8fb56198b upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
