Revert "HID: fix HID device resource race between HID core and debugging support"

This reverts commit 377c4c7e97 which is
commit fc43e9c857b7aa55efba9398419b14d9e35dcc7d upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
