build: Add custom bazel.WORKSPACE file

The Bazel WORKSPACE file in build/kernel/kleaf is not
sufficient for our usecase. We must add a nested
workspace for host DTC build.

Add the custom workspace file here so we can link it
to the top-level via repo manifest.
