Add new flag CONNECTIVITY_PKTLOG to make independent of
FEATURE_PKTLOG and REMOVE_PKT_LOG for packet logging.
This is because 32 tx/rx pkt logging is connection related
and this feature is independent of pkt log feature. Here
driver will send first 32 tx/rx pkts consisting of mgmt
and data pkts to userspace which can be used for debugging

The member of type_specific_data is not valid for ROME module. Add macro
protection for type_specific_data in the ath_pktlog_hdr to avoid offset
error when getting the msdu id info during processing pktlog TX info.

Pktlog tool considers pktlog header of size 16bytes
which includes type_specific_data as one of its parameters
Remove heliumplus flag as the type specific
data parameter is needed for debugging for lithium based
products.

Propagation from qcacld-2.0 to qcacld-3.0.
If the module name is changed to something other than wlan in
Makefile or Kbuild, then MULTI_IF_NAME is defined to be the module name.
When MULTI_IF_NAME is defined, the names for the config files, log files,
and firmware files are prepended or appended with MULTI_IF_NAME. This
prevents file name collisions allowing multiple instances of this driver
to be loaded with different module names.

This is a qcacld-2.0 to qcacld-3.0 propagation.
pr_debug() should not appear by default in kernel log (kmsg).
DEBUG is a kernel macro, since host driver is using the same name macro,
pr_debug log statements are appearing in kmsg.
Fix this by moving the code under DEBUG to WLAN_DEBUG and
remove DEBUG macro from Kbuild.

Latest version of FW interface file uses INLINE macro and
INLINE macro definition is not exposed by fw interface files
as it has different definition of INLINE for different
toolchains/compilers. Abstract INLINE macro definition in
os API header file.

Do following cleanup on fastpath code changes:
1) Remove reaping of Tx HIF buffers in Rx handling, instead handle
reaping in Tx fastpath itself.
2) In ce_per_engine_service_fast check for more Rx packets after
packet processing.
3) Make stub functions as static inline for non-fastpath enabled case.
