netpoll: warning for ndo_start_xmit returns with interrupts enabled ...
WARN_ONCE for ndo_start_xmit() enable interrupts in netpoll_send_skb(),
because the NETPOLL API requires that interrupts remain disabled in
netpoll_send_skb().
