Revert "hrtimers: Push pending hrtimers away from outgoing CPU earlier"

which is
commit 5c0930ccaad5a74d74e8b18b648c5eb21ed2fe94 upstream.
It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
